Establishment and license

The Center of Industrial Environment (CIE) was established according to the Decision N^o 3281/QĐ-TCCB dated October 29^th 1996 by the Ministry of Industry (currently the Ministry of Industry and Trade, MOIT). The CIE has been issued License of Science and Technology Research and Development on April 5^th 2005 (first issue) and on April 3^rd 2012 by the Ministry of Science and Technology (MOST).

Functions

The CIE carries out a wide range of activities in the fields of environmental protection/environmental management within the industries including:

Setting up plans for research and development projects on management of industrial pollution;
Carrying out research works on industrial-waste treatment techniques; designing, manufacturing and installing industrial-waste treatment systems;
Establishing and examining feasible industrial-waste processing research works;

Implementing research works and consultancy of industrial environmental protection measures;
Establishing environmental impact assessment (EIA) and strategic environmental assessment (SEA) reports; carrying out periodical monitoring programs and environmental investigations for industrial enterprises;
Compilation of regulatories for the environmental industry sector;
Developing co-operation and implementing investment consultation services in the fields of environmental science and technology with both local and international organizations as well as individuals.

Human resources

The CIE has 12 graduated staff who were trained in the fields of environmental sciences, environmental engineering, bio-technology; soil sciences; equipment and technology; mineral processing and economy. The CIE has a close cooperation with nearly two hundreds of PhDs, MScs, engineers and technicians in the areas of geology, mineral processing, mining, metallurgy, mineral analysis, analytical chemistry, economy, energy and construction and equipment designs within the National Institute of Mining - Metallurgy Science and Technology (VIMLUKI) under Ministry of Industry and Trade (MOIT).

Professional experiences

During period 1997 - 2003, the CIE carried out two large projects on environmental management in the mining sector and related activities in co-operation with the Swedish International Development Cooperation Agency (Sida). During period 2009 - 2012, the CIE cooperated with the consulting agency belonging to the Ministry of Environment Japan (MOEJ) and the Pollution Control Department (PCD) under Ministry of Natural Resources and Environment of Vietnam (MONRE) in the development projects for air pollution control in Vietnam.

The CIE also implemented a number of S&T projects on environmental protection/management for the Vietnam industries. The CIE established numerous Environmental Impact Assessments (EIA) and Sectoral Environmental Assessments reports for many large projects (c.f Annex 1).

Equipment resources

The CIE’s Laboratory are equiped a wide range of modern on-site and in-lab equipment and instruments for analyses of water, soils, sediments and air samples (c.f Annex 2). Beside that it coordinates with the laboratories of the functional departments at the VIMLUKI. Since 2006, the CIE’s Laboratory owns a nationally-certified ISO/IEC 17025 VILAS 246.
